Can a teacher diagnosis ADHD?

My daughter’s first-grade teacher says she acts up in school and may have ADHD.

Absolutely not. Whereas a teacher can recommend a child receive a diagnosis, they have neither the credentials nor the authority to make a diagnosis. Only a licenced medical professional is qualified to diagnosis ADHD. This is generally a pediatrician/family doctor or a child/adult psychiatrist.
